Senate Republicans Back Trump's Proposal to Replace Obamacare

US senators are working through the weekend for the initial time since the federal closure began more than a month ago, but hopes for a bipartisan agreement on how to resolve the impasse appeared to diminish as GOP senators proposed a plan toxic to Democrats: scrapping the Affordable Care Act, known as Obamacare.

Growing Consequences of Government Shutdown

The effect on Americans from the lengthiest closure of the federal government in history worsened on Saturday, as government employees went without pay, airlines were compelled to ground planes and SNAP benefits have been postponed for 42 million Americans.

Trump's Proposal from Golf Course

As weekend meeting got started, Republican senators welcomed a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be substituted by health savings accounts.

"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Support

Several Republican senators welcomed the proposal, which is similar to a alternative for Obamacare proposed in 2017.

"We're going to replace this broken system with something that is actually better for the patient," one senator stated.

Another senator commended Trump's proposal on online platforms, and displayed a large print of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator wrote in response to Trump's proposal. "We must stop taxpayer money from going to insurance companies and instead give it straight to Americans in health savings accounts and let them buy the medical coverage they want."

Democratic Reaction

Opposition senators shared concerned responses to Trump's plan.

"In other words, Donald Trump's 'concept of a plan' for health care is another cynical attempt to eliminate Obamacare," one Democratic senator commented. "It's the same failed Republican plan that's been defeated by the public and Congress."

Another senator responded to the criticism of insurance companies by posting: "Well, Trump and the Republicans can't stand how the large insurance companies are ripping-off Americans. Really? Then I applaud your support for universal healthcare."

Continuing Talks

The Senate adjourned without finding a resolution, but Senate Republican leaders have indicated an willingness to an emerging proposal from a handful of moderate Democrats to terminate the closure in return for a later vote on the ACA payments.

One Democratic senator, who is leading the negotiations among centrists, said that Democrats "need another path forward" after Republicans turned down an proposal to reopen the government and extend the payments for a year.

Another senior Democratic lawmaker persisted in maintaining that Republicans should accept a 12-month continuation of the subsidies before negotiating the long-term of the tax credits.

"Inaction is irresponsible because citizens will go bankrupt, people will lose insurance, people will get more ill," the senator said in a floor speech. "That's what will happen if this Congress fails to act."

Partisan Situation

None of the Republican senators seemed to grapple with the fact that consumers would still need to buy plans from the same insurance companies, or that Republican lawmakers need the support of several Democrats to reopen the government, and the concept of repealing and substituting Obamacare with HSAs is unlikely to earn a single Democratic vote.

Some observers suggested that the essence of such a proposal would eliminate the ACA's requirement that carriers cover patients with pre-existing conditions.

After his resort visit, Trump returned to his private club and doubled down on his insistence that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a version of the proposal that failed to secure enough support in 2017.
